Post subject:  Twist and Stow rudder stuck down

Twist and Stow Rudder / Up-Down "T" Handle on revolution from year2009: have 1 problem and a few questions. Photos included are likely needed to llok at to help me out.

Problem: sometimes cannot raise rudder since it seems the “down” line(s) twisted and very tight as shown in Photo 1 below. Happened for 1st time yesterday. I tried several times today and sometimes works ok but sometimes not. Photo is taken with rudder down but T-handle not cleated although it acts like it is cleated; in photo can see white (spectra) line is twisted around black nylon line and they run on opposite sides of rod holder, and are pretty taught so rudder will NOT raise. To raise rudder, I have to reach inside and jiggle down lines till they get loose and once raised the down lines look like in Photo 2 where the spectra-nylon joint is lying loosely on bottom. Any ideas/help to prevent this?

Other questions are:

1. Does my rudder have full range of steering? Photos 3-4 show rudder with steering lever fully extended both ways. One side seems to have rudder way over, but other way is only a bit moved off center. Is this normal for 1 side to be almost on center? Seems to work ok but maybe I missing some more optimal steering without even knowing it.

2.Regarding running the lines through the U-shaped bolts…Photos-5-7 show my lines and U-bolts (photo 5-steering side, 6-down line side, 7-one tube left dangling). The U-bolts only have screw in 1 side…is This normal…I think so cause I looked at online manual and seems only 1 scree but wanted to double check. Moreover, 1 of my tubes is not tucked in and is just dangling almost in the hatch area. I never noticed before since I never use the back hatch. Should this tube be tucked in with 2 other up-steering tubes? Problem is I tried to tuck but seems the tube is too short and instead of tube resting in U-bolt the spectra line rests in there and I thought maybe line would bind so I left in dangling.

FYI, I never looked at this system until yesterday when rudder would not go up, which of course happened in near dark far from home. I looked at manual today but did not have much time and wanted to get this post in before I make some wrong move, which is to say I have no idea how it really is supposed to work, but it has worked for 4 years (I had 2007 model then got 2009 model and never had rudder issue before)

I did not photo the shock cord buT I think checked it to make sure it was attached and seemed ok (but maybe not)

The "U" s are hangers. You should be able to hang the 4th tube in one of these. Be sure the line is slack when attempting.

I would re-run the one that appears to twist around the other cords inside.
