Most states are starving for more taxes. So if you attach an electric motor to any water craft, you have to license it. Ca. has been doing this for over a decade Ca's DMV will license any water craft without a bill of sale if you bring it to the local DMV. So check with your local DMV or online. Ca. has added an illegal alien fee re Asian Mussels for any watercraft. Which is a total rip off with a kayak. Ca. will probably start licensing, aka taxing Hobie Mirage yaks. |

There may be states where you wouldn't have to register, but not many. A call or visit to your nearest DMV will tell you. You might also ask a Coast Guard, Wildlife, or Parks person. Here in Utah, you have to register any craft that isn't solely "human powered". |

In Florida, yes, once any form of motor propulsion goes on it will need to be registered. Check with your county tax collector for the particulars of docs needed to register. http://myfwc.com/boating/regulations/#nogo |
