The main differences in the ATR II and V3 will be the shape of the ends, and the profile at the rails. The nose and tail of the V3 are a little narrower and the rails a little thinner than the previous ATR II version. These changes all reduce the volume slightly and makes for a better surfing board, without losing width in the middle or any noticeable amount of stability. For casual paddling, or even casual surfing, they will be very similar. Once you're doing much turning on waves, you notice the differences more. As far as construction goes, they are very similar. The ATR V3 has some carbon fiber reinforcements in high impact areas to help prevent damage. Hope this helps.
