1. If I use a hole saw to drill a hole on the Compass in the same spot where the 2019 Outback has the cart keeper cleat, is there a chance I hit any rudder cables or anything important?

2. What size hole saw do I need?

3. Does this void the hull warranty?

Part seems to be:
#71117001
CLEAT - SCREW-IN

Sorry I'm not going to be much help with the hole size or location of cable. I have used my phone and put it inside the nearest hatch and shot a video of the area I wanted to drill into before and it worked out well. This will give you a visual of what's behind the area you want to drill into. I am almost certain if you drill into your kayak it will void the warranty.

Hopefully someone else can chime in to confirm.
