Is it safe to drill 2 holes in the red area I marked to install a cart keeper like the 19 Outback has or will the screws interfere with the rudder at all?
I'm going to use the Hobie Lashing hook upside down.

If you are mounting on the back side wall in your highlighted area, I don't see any issues. |
