Post subject:  360 swivel cleat blind fastener options?

I want to mount 360 swivel cleats to my crossbeam for the jib sheets. Getting to the inside or backside of the beam to use a traditional bolt & nut would be a real pain for reasons that would take to long to explain. I do not think pop rivets will allow for enough clearance for the cleat to swivel freely I am considering using rivnuts but am open to suggestions if you know of a better blind fastener option please let me know.
