I recently had to repair the end cap on my boom which involved replacing the rivets. I purchased a Stanley brand contractor grade rivet gun. It states that it is rated for stainless steel rivets in marine applications. Most medium duty guns won't handle 3/16" SS rivets. Here is the web site:

You might try Ebay. I bought a long handle rivit tool for about $12 plus about $5 S&H = $17 total a few weeks ago before installing a new cheek block on my mast with SS rivits & ss caps. I used it again last week to repair a batten pocket with an aluminum rivit. A long handle rivit tool is the way to go. It's still called a "hand rivit tool" when you search Ebay. I have two small hand rivit tools that I'll probably never use again.

I just checked Ebay. It's listed under "Hand Rivet Gun. The one I bought is listed as a Hand Rivet Gun Heavy Duty Riveter. $6.99 or Buy It Now for $7.99. Listing ends in 5 days 11 hours from now.
