I've sailed around the La Paz area a bunch. Beautiful... most of the time. Winter months are the windy months. I used to run a windsurf destination at a Hotel on the east Cape in the late 80s and into 1990. We sailed primarily at a place called La Ventana. December 2-3 days a week into the 20s. January has the highest winds that get into the 30's and February has about 4 days a week in the mid to high 20's. It drops off after that. I took a Hobie 16 on the last year and didn't sail it much as the preferred days were windsurfing. Cat sailing on those days would be extreme. Once it starts blowing it goes pretty much 24 hrs a day, so you don't want to get caught out there when it comes up. We didn't have any weather predictions except from the local fishermen. Likely today it is far easier!
Sailing inside the bay near La Paz offers beautiful smaller bays to explore along Isla Espiritu Santo.
https://golapaz.com/en/explore/espiritu-santo-island/Loreto would have somewhat similar conditions and less protected bays. When it blows it runs the full length of the gulf.
