Post subject:  Corrosion of swivel cleat bolt hole on forward crossbar

I've enjoyed 14 years of sailing my Getaway off the beach in a bay on the Pacific coast of Mexico. Two years ago I noticed corrosion of the bottom hole where the swivel cleat bolt is in contact with the forward crossbar. Last year I installed oversized washers that more than covered the hole. I am how trying to prepare the boat for sailing and I see the holes are now over 3/4 of an inch. I'm worried that under sailing stress the bolt could pull through the bottom of the crossbeam. Or worse, the crossbeam could fracture and the hulls could separate.

Any recommendations for how to get sailing before purchasing a new crossbar? I'm thinking of epoxying some drilled aluminum plates over the bottom of the holes.

Can you just relocate the cleat slightly and put screws into fresh metal?
