I think it is powdercoat, but what is the best way to touch up scratches in the finish of the mast and crossbars? Mine are stating to look a bit beat up.

The crossbars and mast are anodized not powder coated.
It depends how deep the scratches are. Penetrol is a oil that will bring back the shine and some minor scratches. The deep ones you will have to use something like a sharpie or black paint or just leave them. But the Penetrol will bring back that original shine, just clean the crossbar apply the oil then rub off the excess.

Four year ago I used black trim flex paint found at automotive stores. It is used on bumpers and black plastic trim parts on cars that expand and contract. It has held up except on the rear cross bar where my blocks continue to bang in one area where it is now chipped. Prior to applying I used 1200 grit sandpaper to scuff the surface so the paint would adhere better. So after four years of use I guess it's not a bad fix.

I have heard the Penetrol works well but I have not personally tried it.
