Your PA, should have a very stout, black plastic sleeve that reinforces the scupper hole.
A small amount of internal play is not going to hurt or damage the scupper....Don't worry, be happy

It seems that the HD cart shafts are too loose in the scupper holes. Did anybody shim the shafts so it fits tighter? Thinkinking about a schedule 20 PVC to eliminate back and forth wobbling. |
