I am trying to put together my list. But what i'm not sure on is the fire extinguisher part. The NJ safety manual sais: if you have a

"Closed stowage compartments in which combustible or
flammable material is stowed, or"

than you must cary a fire extinguisher. But when i called them and told them it was a hobie cat with a central storage the lady told me that that rule was not for "open" sailboats.

Does the 21SC count as "closed storage" fuel could be stored in?

You don't have an engine or fuel, therefore, you don't need a fire extinguisher.

If you store the gas or engine in the compartments, you need a fire extinguisher. That's pretty much what the regulation states.

In Minnesota anything over 16' that isn't a canoe or kayak has to carry a fire extinguisher and a throwable. I'm just itching to get those tickets. What is going to catch fire, and how, and who is going to throw the throwable on a singlehand boat?

On my standup jetski I'm supposed to carry a fire extinguisher. Right, I'm going to stay on board and fight a fire on a seven foot long, twenty inch wide craft  .

Then it sounds too me that it would be a good idea to get one, as it could be a gray area. As long as you have the room. The fact that you have an enclosed space, even if that is not is where the tank is stowed, to me makes it qualify for that rule.
