Post subject:  cleaning a hull from barnacles and seaweed

A friend left his boat - Getaway - on a floating raft...it kind off sunk and one hull was in the water for a while..
It's now covered with barnacles and seaweed.
Any ideas how to clean this with minimum damage?

Power washer. Soft soap with bleach.
