5-10 mph is a good target wind speed for learning. Anything less, and you will have a tough time getting the boat moving and developing a consistent feel for how the boat handles. Anything more and you may find yourself overwhelmed by the speed and power of the boat (i.e., things will start to happen much more quickly).
Obviously the wind is never totally consistent, but 5-10 is a good place to start. Different people progress at different rates, so you may find that you quickly feel capable of handling the boat in a stronger breeze.
