If you are talking about the bungee that keeps the t handle tight while the rudder is up, it attaches to itself. Think of it as a "D" where the straight line is the bungee and the curve is the cord. When you pull the handle, the bungee straightens and the cord is tight. On mine the bungee was attached using hog rings but I used quick ties to reattach. As I recall there is a knot where the bungee attaches, quick ties above the knot. It helps if you detach the front pully so you can have some slack on the line to work with.
I think this is happening because the bungee is old enough that it is losing its stretch. My cord came loose a couple of months ago, then I had to replace my paddle cord, then my rear bungee, and then my seat back, all because they lost their stretch. I have seen several people ask about this on facebook so it must be an age thing. Mine is a 2015 and it gets more than average use.
