For a special situation I am gonna use a non-automatic inflatable PFD. When I screw in the CO2 cylinder fairly tight there is never any pffft. It came non-attached from the vest when new. So do I take it that there is no actual cyl puncture until I pull the activator cord in an emergency? If so, it must take a hard pull. Of course I have waded thru all applicable instructions and videos. tks

Yes, the actuator punctures the cylinder. You need to make sure the cylinder is screwed tightly into the mechanism.
