Common sense tells me that the best position for the flippers is up against the hull when not pedaling.

In 10 mph-ish winds I tried them both ways and did not see a consistant diff in speed.

So.... is there any rationale for keeping both flippers down at any time when not pedaling?

Tangentially, has anybody done speed tests sailing with and without the mirage drive installed? i.e. Is it worth replacing it with the drive hole plug it if no use is anticipated?

When down, it helps with tracking while the hull is moving. Can help cornering... is a pivot point.

Definitely!
It's difficult to measure (too many variables) but it certainly feels faster when the drive is removed.
Tacks are smoother and there is no annoying fin flutter, which occurs at speed if the drive isn't being used.
10mph winds are a bit light and you would notice less of a benefit as pedalling is still effective.
Try it in 15 knot+ winds and see what you think.
If I can sail faster than I can pedal (5-6mph) then I will pull the drive and fit the plug.
