Is there anyone out there that lives near Lake Mead or Los Vegas, that could inspect a boat I am thinking of purchasing. Will Pay a inspection fee. Please email me ASAP, Thanks.

Living 1/2 a world away makes it difficult but a few things to look for are:

Cracked rear beams. Check the under side of the beam near to where it bolts to the hull. They are very well known to crack and fracture there.

Soft decks. They typically go soft in front of the front beam and where the skipper tends to bounce in off the wire.

Trampoline condition. The boats sail fast when the tramps are drum tight however this does nothing to prolong the life of the tramp. Check for stitching & eyelets that are starting to pull out. Gen Hobie Tramps are very expencive (The new ones are good though) or any sail maker could make one quite cheaply.

Check for corrosion around rivets & fittings on the mast & boom

Check the under side of the rudder blade up under where it goes into the casting. Late model blades tend to crack along the seam where the two halves glue together.

Beyond that, generally how well the boat has been looked after is a good indication. I'd change the anchor posts (that come out of the deck by the dagger board cases) for the side stays as they have a tendency to break (even on relatively new boats).

Sail condition will generally be dependant on how old they are. Go to a sail maker or marina and have a look at a new dacron sail - it has a "plastic" film and feels/looks very crisp. As the sail ages the plastic breaks down and looses its crisp look as the fabric stretches.

There are 2 rudder systems. IMHO as long as they are in good condition either is fine although many of the older type have broken by now.
