can i use epoxy with black filler to restore my black PCG rudders ?

Ok nobody answer... so i make the question more tricky.
What about to epoxy a sheet of carbon on both side ?

PCG rudders were made out of some sort of plastic. They have a waxy finish to them as I recall.

I don't think much sticks to them well - even epoxy.
