I picked up another 18 and it looks like it's been using the new style lower with the old style(non adjustable) upper casting. As far as I can tell it seems to lock down, it just doesn't have the ability to really create a really tight lock down since the upper pin is not adjustable.

Anyone else seen a setup like this?

Sounds like you're in uncharted territory. As far as I know, the castings from one system are not compatible with the other. Without the ability to securely lock down the rudder, I would say it has very limited functionality.

Well, I hadn't really looked back at them since I got the boat and saw them what I thought was locked together. After further inspection it's not doable really. The upper doesn't fit over the lower housing meaning the all the torque from the tiller is just going through one bolt of the rudder. It does actually lock but the upper housing is just sitting on top of the back spine of the lower housing.

Looks like a set of old uppers is about to go up for sale.

I find that very much surprising that you're able to lock down the old upper casting on the new lower casting. If it works, then I suppose it's worth a shot. I'd get a rudder return kit to be on the safe side. That'll keep the rudder down even if it won't lock down.
