Did you drill off the heads of the rivets and then drive the remaining part all the way into the mast? Is it possible that part of the rivet is still hanging up on the mast and not allowing the cap to be removed?
Otherwise, try to use a large flat screw driver with your mallet and carefully tap all around the edge of the lip of the cap to drive it out evenly (if you just hit the pulley, the cap will get cocked at an angle and not want to come out).
You may also need to secure the mast to something solid so it doesn't move when you tap the head cap.
If I recall, the last time I removed one, it was tight and I ended up cracking the comptip taking it out (fixed fairly easily by wrapping the tip of the mast with carbon fiber).
