I don't have a rudder assembly in front of me at the moment, but in general, with the rudder in the locked down position (the cam in the lower casting locked onto the upper casting), the leading edge of the rudder should be touching, or nearly touching the forward inside surface of the lower rudder casting. I.e., the rudder should be pushed all the way forward in the lower casting with no more than about 1/8" of gap between the rudder and the casting. If there is more gap than that, I would say the rake adjustment plate (new style rudder system) needs to be moved forward and/or the rudders need to be re-drilled.
Of course, the simple answer is to just go and sail it. Put your boat on a close hauled heading, sheet in both the main and jib, and see how the helm feels. If the rudders are raked too far back, you will have excessive pull on the tiller.
