 Post subject: Broken Rudder line Part

I have been having issue with my Hobie compass rudder not wanting to retract after I put in new larger rudder. Was puzzled as to why and have what I think might be the issue. I was feeling around with the rudder cables inside the hull. I accessed the issue had to be toward the front by the cleat where the cord is pulled out or goes back in on release from the cleat. While feeling around up there I noticed a piece of plastic about 2" long was sliding along a small section in front of the Cam Cleat. I took some pictures with my phone and its appears that a small white tube with a black tip has broken off from inside the cam cleat inside the hull. I am assuming this is what is causing the issue but no clue what this part is or where it came from on the rudder lines. Is it replaceable ? If so how do I purchase the part ?
