Everything is laid out in the Notice of Race here: https://hobieworlds.com/event-info/notice-of-race/

But the short story is there are several events . . .

Masters (112 entries max, first come, first served) - skipper 45 years old or older by Dec 31, 2019.
Women's, Youth, Grand Masters, Great Grand Masters (56 entries max total, first come, first served)
Open Worlds, consisting of
- Qualifiers (56 entries total, only 9 entries allowed from North America)
- Semi-Finals (112 entries)
- Finals (56 entries)

To race in the open worlds, you need to either pre-qualify (and there's a whole process to that - most people that have pre-qualified have already been identified) or you need to qualify via the Qualifying series (and there are only 9 spots available to North Americans).

Once you've qualified, you race in the Semi-Finals. After 3 days, a cut is made and the bottom half of the fleet become spectators while the top half of the fleet continues to race for 2 more days.

Are the races in the Gulf or in Pine Island Sound?

This will be the most Hobie 16's here since the Hogs Breath 500 in 1987.

Welcome to Southwest Florida and my home waters.

Sounds like fun. Trying to talk the "crew" into it. She was my crew the last year of the Prosail series. We'd be in the GGM class

Are the furnished boats completely stock? We have a 16, that we sail some, but are the new boats exactly the same as the ones furnished? In other words, if we bought a new one to practice on, could we expect it to be the same in every respect, even down to the type of lines used?

They will be stock boats - with the performance packs installed (upgraded downhauls main n jib - and 2:1 outhaul. With rail neoprene kits. But yes - essentially stock boats... (maybe just a different sail color combo than standard - we normally do that for Worlds events.
