I have 1980 16' Hobie. The tang on the bottom of the mast broke. Can a new mast base (Part #20640011) be installed on the mast without having to install a new socket on the front cross bar? Can I drill the pin out of the old mast socket and use the mast raising linkage kit? Any info appreciated Thanks.

You can remove the pin from the mast step and install a link kit. A new mast base should be compatible with an old step, but not guaranteed as those parts have evolved somewhat over the years.
