I've raced a few other things in the past (Autocross, model cars) and have found that many rules - saftey aside - are overlooked.

Seems like the crowd is just happy to have you there, and are not going to send you home for having the wrong parts for your class.

If you win every week, they say something!

Is this the same for most weekend regattas?

For the most part, yes. Local races that are not specifically Hobie sanctioned would not pose a problem. But show up at a Divisionals regatta and you stand a very good chance of being protested. And rightfully so - this is a "One Design" class boat. That means all hardware is equal. It's the skill of the sailor that makes the difference.
