Hello all,
I'm predicting that my mast will over-rotate due to the shrouds pinned into the 3rd hole from the top of the chainplates and because the previous owner did some creative filing on the base. Does anyone know other solutions besides decreasing the mast rake via the shrouds or installing a rotation limiter?

You can replace the step casting and base. That is certainly the best way. The new castings are designed for max rake and have larger, wider and taller stops. Better resistance to wear by a huge increase over the originals.
