Is there a change in design or material between used H16 and new 2006
H16 ?

Depends on how "old" the 16 is.

They've been on the market for 36 years now. While the basic design hasn't changed, there have been a lot of little improvements over the years that have made them easier to handle and more reliable.

There haven't been many changes in the past 10 years, though.
