Sail numbers are the serial number of the sail (for the most part) and have nothing to do with the hull number (HIN).
69xxx numbers would be from the very early 80's, so I suspect they are the original sails. You can also get a rough idea of the age by the sail color pattern, although certain patterns were made for many years.
Current sail numbers are in the 115xxx range.
Some boats will have a two or three digit number - they are from supplied boat/sail events where the sails are sequentially numbered for that event.
