Regarding the identification plate - this is probably required by the EU to register the boat, since it would have the boat's hull identification number (HIN) on it. An HIN is required to insure the boat. Other than that, I can't think of a reason to have it replaced, even if Hobie Cat Europe could (they may not be able to determine the HIN).
If you have the HIN on ownership documents, they may be able to issue a new plate - you'll need to contact them.
The adjuster screw is available from Murray's in the USA (
http://www.murrays.com/50-8032001.html), but it's not required for the proper operation of the rudder lock-down system. The rudders generally need to be raked as far forward as possible, so the adjuster screw is not used - the rudder is stopped by the casting, not the screw.
