Does someone know what is this hobie cat part ? I received it with my hobie cat 16 few month ago.

Maybe the lumbar pad on a Hobie trapeze harness? It's not part of the boat, that's for sure.

Is it like a sac which attaches to the tramp which you can keep water bottles in?

Definitely not a crucial part to the boat.
