 Post subject: Holes in tiller arm?

I just got a new tiller arm for my H16. Why are there two sets oh holes?
The holes are too far from the end to be for the end cap. One of the holes is covered by the upper rudder casting, one isn’t.
Does it matter which side is into the casting and which is attached to the tiller?

Is it the hole for tying off the bungee on the Hobie 20 style tiller connectors?
