Just bought a 1979 Hobie 16. It has no boom, is this normal?

No, that is not normal, the Hobie 16 should have a boom.

Nothing like that was made in 1979.

There was a boomless sail option from us in the 90's as an accessory. The easy must be a Hobie EU thing?
