How tight should the shrouds be. Once I raise the mast I use the trapeze wires to pull the mast tight and set the shrouds, correct. Once I have tightened them do I need to loosen them to lower the mast, can I leave them tensioned?

On a 16, the jib halyard tensions the rig. You would set the shrouds and leave them. The "forestay" goes slack as you tension the halyard. The wire in the jib becomes the forestay.
