I just dragged an old 17 that was buried in a persons garage (deceased estate). I paid next to nothing so I thought it would be good for parts if nothing else.
When I got it home its actually in pretty good shape. The gelcoat was kinda funky, but some wet and dry and they seem to be coming back nicely. But of course, this boat has spent its life on hard rollers so there is a crack in the bottom of the hull (just forward of the rear rollers actually). I just cut a hole for a port hole to get a better look behind the back beam, and there is a huge foam block all the way back in the boat. Is this were it is supposed to be situated? Looks like it was once in a plastic bag that has since deteriorated.

Do I, can I, just get something to move the block forward?
Is the deteriorated bag an issue?

thanks in advance !

Towards the back is fine. Weight aft is good.

Not much you can do about the bag, but flush it out.

The block is supposed to be there. It provides flotation in case you ever get a hole in the boat you won't sink.

I'm not sure about the size of the foam block on the 17, but on the 18, there is enough space that if you cut the block into two pieces, you can slide one piece forward (until it hits the dagger board trunk) and the other piece aft (until it hits the transom) in order to give yourself more room to work inside the porthole.

Regarding the bag- pull as much of it out of the hull as you can. Otherwise little pieces of plastic will be constantly clogging the drain hole.

My 17 has been like that for years. Little bits of the bag come out all the time.this is not a problem. Take out your plugs after each sail so that the hulls can breath and the foam blocks stay dried out.
