You're right about it not being class legal.
That aside, the real problem with doing it is the height of the bridle and the sheeting angle. The 14's bridle is much higher than the 16. By putting the sheets on the crossbar, you make the sheeting angle more vertical. You would have a tough time getting the jib sheeted flat enough to do any good, even if you had it cut down to accomodate the change.
You could lower the bridle, but that puts a lot more sideways force on the bows - force that they were never designed to handle.
