Less than 5 years ago I was asking the same question-in my mind and I plotted a lot of places to launch from including Harkers yet I had some time, weather and crew limitations and I opted for 11 street.
We sailed our Hobie17S off a narrow public beach location at 11 Street on town property in Morehead City, NC into the Bogue Sound.
Though we did not go out to the Cape due to all of the above we had a really good time on the water that day just in the sound with my son out on the trap and me on the corner.
From that launch point you can get to Cape Lookout though I do not know anything + or - about cabins or camping there.
Due to private homes on either side of the 11 street dead end, rigging/derigging/parking was allowed/tolerated on the cross street to 11 street and then wheeling the boat down the dead end to the water.
While there we met up with some of the local guys who advised via Carteret County FB page?, etc about sail club gatherings, etc in that same area.
You may find 11 st may be better or worse now than I describe it
