I'm thinking about making some changes to my jib setup and may remove a fitting or two. What is the best way to fill the holes in the extruded frames? Epoxy? Rivets with top hats? Both?

Thanks in advance for anything!

Most people just leave the holes.

I've used rivets to fill the holes on my 17 mast. When I first got it, I removed the stock downhaul system and upgraded, so I needed to fill the holes to keep the mast sealed.

If you do use rivets, I would definintely recommend using aluminum. They pop real easy and won't corrode the aluminum extrusion like stainless will. No need for top-hats since you're not trying to keep the crossbar sealed.
