I noticed this chipping on the mast where the top section meets the bottom section. How can I repair this chipping and is it dangerous to use as is. Image

This is cosmetic. Likely either didn't glue the CompTip into the Aluminum extrusion, Fit too tightly at the joint or it has slipped down. The mast bends and leveraged the putty and cracked it.

Polyester resin putty. If the mast is glued together, you can grind out a gap all the way round. Then fill the chips.
