 Post subject: Cracks inside hulls

Hi,

I recently bought used Wave and noticed cracks inside the hulls in material that wrapped/sprayed from inside the hull around the tubes which hold rear crossbar in hull (see photos below). I have two questions about it: How crucial it is (in other words is boat still sailable)? Is it repairable?

Material here is just a water barrier, so not a structural issue. The black showing is the sleeve, so not a water leak area either.
