I have a jib sail that has no jib luff cable. It has 5 jib hanks that attach to the fore stay. Will this design work without the luff cable?

Technically possible but not recommended.

Hobie 16's use the jib halyard to tension the rig. While sailing the luff cable in the jib handles all the load that is traditionally carried by the forestay on other boats. If you were to properly tension the rig on a H16 that did not have a luff cable the jib would rip under the loads. You could try tensioning the rig using the forestay. This may require modifications to the forestay or the adjuster/chainplate. If you chose to go this route follow the instructions in the H18 manual for raising the jib. Specifically be sure to raise the main first, tension the mainsheet and then raise and tension the jib. If you raise the jib first the jib halyard will take up the slack in the rig and when you sheet in on the main you will damage your jib by overtensioning the luff.
