Post subject:  ez loc rudders when in raised position

New to me 2004 Hobie wave has an issue with the rudders.
Ezloc rudders with rubber tendon connectors between the rudder/tiller arms and crossbar.
They are fine when in the down position but when I put the rudders (both of them, together) from the down position to up one falls off to one side noticeably. putting a lot of strain on the rubber tendon connector joints. Sorry no pictures at the moment as I'm in the middle of a typhoon (Okinawa, Japan). Hoping the boat is still there when I go down and check on it. Well secured but it's a Cat 4 storm so...

Is this normal?

Presuming this is not normal what could possibly be the cause of this?

And if it is normal it does put the rubber tendon connectors under a lot of stress in that position and I have already had one break. I've since kept the rudders party way down when on beach to alleviate that. I see there have been a lot of changes to the rudder, tiller and connections over the years and some are designed so that the crossbar can be quickly removed, maybe for that reason. I'll have to check when I go down there what exactly I have as I'm not sure from memory.
