I have movement in my new to me Hobie 16 rudders and the pin visibly moves in the gudgeon as well. I see the new ones say they contain grommets but my local dealer says I cannot replace the grommet, I need to replace the entire gudgeon. The boat has been extensively trailered with the rudders on the boat. I will be removing them for trailering once i get all the needed parts. So can I source grommets for the gudgeon somewhere or do I really need to go through the hassle and expense to tear off the originals and replace them?

I can't find the white plastic gudgeon bushings on-line, but I know they exist - a have some in my parts bin. You could use the "Rudder Tite" bushings, but you'll need to open up the pin hole a bit to 7/16".

Ya I ended up using the case bushings, just had to grind down the collar part of it for the rudder case to slide in. My stainless steel pins drop right in but the aluminum ones need to be hammered in quite hard. I'm sticking with the stainless.
