Questions have come to the attention of the HCA Youth Program Director because of some significant changes to the HCA Youth Program.

The following two updates to our Youth Racing programs have been passed by the HCA Board of Directors:

1. Effective immediately, the age limitation for H16 Youth Championships within the Hobie Class Association has been raised to reflect the current age limit of the IHCA.

That age limit is stated as "turning 21 after December 31st of the event year". This means that participants in this year's H16 Youth North American Championships who are 20 years of age and whose birthday falls after December 31st, 2009 are eligible to attend the Youth H16 NAC's in Kingston, Ontario (CORK).

2. Effective on January 1st, 2010, a new Hobie Wave Junior Class is formed within the Hobie Class Association. There is an age limit for this class which is "turning 16 after December 31st of the event year". This means that participants in any HCA Junior Wave North American Championship, or any other division points regatta in 2010 who is 15 years of age and whose birthday falls after December 31st, 2010 will be eligible to participate in Junior Wave competition.

The Youth H16 class has had an inadvertant catch come up as a result of the 21 year age change from 19, in that some have payed full adult dues. Please contact the HCA Membership Chairman, Mike Lavesque, if you have questions in this area.

Other programs to promote youth sailing in the class have also been instituted.

We are distributing hats and t-shirts to youth who participate in Hobie Regattas.
Also, we are currently working on a Youth Boat Grant Program. One H16 has been purchase through this program to date, and several others are in the works.

As for the HCA Youth Grant Program, it continues to operate as outlined on the hca-na.org website.

My Son and Daughter got the youth hat's and T-shirts at the Bald Eagle Regatta and were pretty stoked.Wish I was still a youth those hat's are sharp.Thanks for the efforts Gordo.

A modest correction to that, Gordo:

The full text of IHCA General Class Rule 17 is:
Quote:
17.7 For the purpose of Youth and/or Junior Events,
the following apply unless otherwise prescribed
in the Notice of Race or Sailing Instructions
:
a) Competitors for Youth series shall be under
the age of 21 years of age on 31 December
of the year of the event.
b) Competitors for Junior series shall be under
the age of 16 years of age on 31 December
of the year of the event.
c) For ISAF Events and qualification series up
to ISAF Events (or events using the ISAF
age definition) all competitors shall be under
the age of 19 years on 31 December of the
year of the event.

The NOR for Kingston changes this rule to allow anyone who is under the age of 21 by the start of the event to be eligible. We noticed the discrepancy last week in the NOR that was revised for the new rule and I approved the change as the HCA Race Director since it would be the most lenient and inclusive interpretation.

Since people have already made plans to attend (the event starts in two days), we did not want to disqualify anyone who was already registered pursuant to the NOR as revised.

Many thanks to the HCA Race Director for the correction with respect to the Kingston NAC Notice of Race. I had not read that age requirement and understand completely. Let's have a great event!
