The spring in the right steering handle of my 12' Pro Angler 360 is producing an irritating series of twanging or plinking sounds every time I turn either of the rudder controls. How can I stop the spring from making this noise?

Lubrication up under the spring may help. Seems the spring is turning with the handle and a sharp end is chattering on plastic in there.

What lubricant is appropriate, and how do you recommend that I get it on the spring and the shaft? I assume that I'll need to pull out the round foam block which is under the seat attachment point and the rectangular foam block which is in front of it in order to get access to the shaft and the spring.

Likely silicone gel or wax would work. You can spray some silicone up in there to test.
