I recently purchased a 2012 pa 14 used. I was wandering if anyone knew if a. You could transfer the warranty and b. if so, how to go about doing so.

Yes just have new owner go online and register new info with serial number etc. I called and inquired as I had purchased a new Hobie used from a friend within the warranty period.
