I picked up a one-liter dry bag at a camping outlet store. It holds my phone, wallet, small camera and car keys nicely - and clips to my Prangler for security.

I use a dry case for my phone - you can pull a vacuum on the case and work the phone through it. It also has a waterproof connection so you can use the phone in a wet environment with the ear buds with no degradation of sound. The wallet, snack bars and whatever else go in a Plano Bait Locker.

I found some good cases at West Marine. One for me and one for my lovely wife. They have a seal that operates with two twist knobs. You can use the phone with it in the bag. The back of the bag is a two piece construction with air pockets to make it float.

Another location to look is at scuba supply websites. I figure they would have extra durable bags that would work quite well over the water.
