A simple way to seal the rod tubes to the bulkhead is to unscrew them and use duct seal. Roll a "long log" like a very fat spaghetti noodle and lay it into the outer edge.
Reinstall the tubes and screws. Remove any excess duct seal around the outside.......think of the duct seal like setting a kitchen sink using plumbers putty.
Lowe's and Home Depot carry it. A 1 pound package will go a long way.

It is not the side glued, it is the "TOP GLUED" and it does not need glue. If you used the side glued, please let me know if it worked! Sorry for the delay.
