In Texas, kayaks don't need to be registered so the previous owner just had the original receipt but had lost it. I'm trying to get the HIN so I can register the boat. Most of the number is readable except for the first part.

My options are:
US-HCCEH-------------
US-11CCEH------------
US-IICCEH-------------

So the question is an H, or two ones, or two Is. My guess would be an H but what should it be?
