Moved to Sailing open forum...

Many cross the boarder for races, so they should know. I never had to do that, but that was for border regions (Ensenada, Puerto Penasco...). May be different further in.

Maybe this will be helpful. Here is some info on the North American Champs that will be held in Mexico this year. If you scroll down to Section V., it discusses the boat and vehicle documentation needed to cross from the US into Mexico.
